access:
From hwy 411 to the powerhouse, most of the fishery is within the Cherokee National Forest, and can be accessed from parking areas noted on my maps, and from many pullovers along the roads. There is some private property around Reliance, please respect their property rights. Some facilities require permits. Below 411, the only public access at this time (Mar 2k5) is at Patty Bridge.

when for where:
Fishing is usually good at Patty Bridge starting in January and ending in May. Only wadable if the water is down.
Many years, the stretch from Reliance to hwy 411 warms up too much in the early summer and does not fish well then. This area also is only wadable if the water is down. The water is usually down quite a lot in spring.
The quality zone (railroad trestle to Big Bend) fishes extremely well in wet years, less so in warm dry years, but your chances of a big fish are better there.
From Big Bend to the powerhouse fishes well all season, except some years for a few weeks in late summer or early fall, when it gets too warm before the lake turns over. From Reliance to the powerhouse there is plenty of water that is wadable, with care, on 2 turbines.

There is a lot more info on this site, browse around when you get time.
There are also links to some technical reports about the fishery here
